New Graduation Requirements for Students entering High School in 2014-2015 and Beyond
Corpus Christi ISD’s current 8th graders will have some choices to make as they design their 4 year plans for high school due to legislation passed in 2013. Referred to as “House Bill 5” or HB 5, this legislation enacts rules that impact graduation requirements, including changes to graduation plans and STAAR end of course assessments. Incoming 9th graders across the state will be the first group of students impacted the most with these changes, and it is important to be informed of these opportunities.
In terms of the new graduation plans, which will begin with entering freshmen in the 2014-2015 school year, three graduation plans will be available. The plans are the Foundation Plan, the Foundation + Endorsement Plan, and the Distinguished Level of Achievement Plan. Each of these plans replaces the current graduation programs and encourages students to choose one of five endorsements : Arts and Humanities; Business and Industry; Public Services; Science, Technology, Engineering and Mathematics (STEM); or Multidisciplinary Studies. Courses within each endorsement are designed to prepare students for career and college opportunities in their program(s) of interest.
In addition, HB 5 reduces the number of STAAR End of Course requirements from 15 to 5. Students will be required to pass EOC exams in English I, English II, Algebra I, Biology and US History. These changes are in effect this year for current high school students and those entering high school thereafter.
Corpus Christi ISD’s Guidance and Counseling Office as well as each campus counselor is available to answer questions regarding these changes. In addition, parent meetings and student conferences are being scheduled so that changes can be conveyed and assistance with endorsement selection. House Bill 5, passed by the Texas Legislature in 2013, made significant changes to the state’s graduation requirements that will affect the 2014-2015 freshman class. The new graduation plans allow students to take a Foundation Program plus an endorsement, take other courses leading to Distinguished Achievement, and have opportunities to earn performance acknowledgements.
What is an Endorsement?
An endorsement is the completion of a coherent sequence of courses that prepare a student for college and career. Beginning in the 2014-2015 school year, each incoming ninth grader must indicate in writing an endorsement choice with the goal of completing 4 or more credits within that area of study. The endorsements to select from are Arts and Humanities, Business and Industry; Public Services; Science, Technology, Engineering and Mathematics (STEM); and Multidisciplinary Studies.
